Second PC was chartered and began building its first location. Almost all the charter members came from First Presbyterian Church of Newport News.

Second Presbyterian Church started when a family opened their home to unchurched children and their families on Sunday afternoons. They outgrew their house and secured a residence on 26th Street to expand their ministry. In the following year, First Presbyterian Church became involved in the Sunday afternoon outreach and a mission was formed.
